I. General provisions
1. The Code of Ethics and Official Conduct of Members of the Association “Society of Hematologists, Oncologists and Transplantologists” (hereinafter referred to as the Code) was developed in accordance with the provisions of the Constitution of the Russian Federation, the Labor Code of the Russian Federation, the Federal Law “On Anti-Corruption”, and other regulatory legal acts of the Russian Federation Federation, and is also based on generally accepted moral principles and norms of Russian society and the state.
2. The Code is a set of general principles of professional ethics and basic rules of conduct that should guide members of the Association “Society of Hematologists, Oncologists and Transplantologists” (hereinafter referred to as members of the Association), regardless of their position.
3. Each member of the Association must take all necessary measures to comply with the provisions of this Code, and each citizen has the right to expect members of the Association to behave in their relations with him in accordance with the provisions of this Code.
4. Knowledge and compliance with the main provisions of the Code gives the members of the Association the right to respect, trust and support in their official and daily activities from colleagues, citizens and society as a whole and is one of the criteria for assessing the quality of their professional activities and labor discipline.
5. A citizen of the Russian Federation admitted to the Association “Society of Hematologists, Oncologists and Transplantologists” (hereinafter referred to as the Association) becomes familiar with the provisions of the Code.
II. Basic responsibilities, principles and rules of employee conduct.
1. In accordance with Article 21 of the Labor Code of the Russian Federation, the employee is obliged:
conscientiously fulfill his labor duties assigned to him by the employment contract;
comply with internal labor regulations;
observe labor discipline;
comply with established labor standards;
comply with labor protection and occupational safety requirements;
treat with care the property of the employer (including the property of third parties owned by the employer, if the employer is responsible for the safety of this property) and other employees;
immediately inform the employer or immediate supervisor about the occurrence of a situation that poses a threat to the life and health of people, the safety of the employer’s property (including the property of third parties located at the employer, if the employer is responsible for the safety of this property).
2. The basic principles of official conduct of members of the Association are the basis for the behavior of citizens in connection with their employment relationship with the Association. Employees, aware of their responsibility to citizens, society, and the state, are called upon to:
proceed from the fact that recognition, observance and protection of human and civil rights and freedoms determine the main meaning and content of the Association’s activities;
comply with the Constitution of the Russian Federation, the legislation of the Russian Federation, not allow violations of laws and other regulatory legal acts based on political, economic expediency or for other reasons;
ensure the effective operation of the Association;
carry out its activities within the scope, goals and powers of the Association’s activities;
when performing official duties, not give preference to any professional or social groups and organizations, be independent from the influence of individual citizens, professional or social groups and organizations;
exclude actions related to the influence of any personal, property (financial) and other interests that interfere with the conscientious performance of official duties; observe impartiality, excluding the possibility of influence on their professional activities by decisions of political parties and other public associations;
comply with professional ethics and business conduct rules;
show tolerance and respect for the customs and traditions of the peoples of Russia and other states, take into account the cultural and other characteristics of various ethnic, social groups and faiths, promote interethnic and interfaith harmony;
refrain from behavior that could cast doubt on the employee’s conscientious performance of official duties, as well as avoid conflict situations that could damage his reputation or the authority of the Association;
not to use official position to influence the activities of state bodies, local governments, organizations, officials and citizens when resolving personal issues;
refrain from public statements, judgments and assessments regarding the activities of the Association and its leaders, if this is not part of the employee’s job responsibilities;
comply with the rules established by the Association for providing official information and public speaking;
respects the activities of media representatives to inform the public about the work of the Association, as well as provide assistance in obtaining reliable information in the prescribed manner;
constantly strive to ensure the most efficient management of resources within the employee’s area of responsibility;
counteract manifestations of corruption and take measures to prevent it in the manner prescribed by current legislation;
show honesty, impartiality and fairness when performing official duties, do not allow dangerous corruption behavior (behavior that may be perceived by others as a promise or offer to give a bribe, as an agreement to accept a bribe or as a request for a bribe, or as an opportunity to commit another corruption offense).
3. In order to combat corruption, the employee is recommended to:
notify the leaders of the Association, prosecutors or other government bodies about all cases of any persons contacting a member of the Association for the purpose of inducing them to commit corruption offences;
not receive remuneration from individuals or legal entities in connection with the performance of official duties (gifts, monetary remuneration, loans, material services, payment for entertainment, recreation, for the use of transport and other remuneration);
voluntary donations and targeted contributions from individuals and (or) legal entities, including foreign citizens and (or) foreign legal entities are credited to the personal account of the institution and spent in accordance with the specified purposes or for other purposes related to the activities of the Association;
take measures to prevent the emergence of a conflict of interest and resolve cases of conflict of interest that have arisen, do not allow personal interest in the performance of official duties that leads or may lead to a conflict of interest, notify the management of the Association about a conflict of interest that has arisen or the possibility of its occurrence as soon as a member of the Association becomes aware this is known;
comply with the restrictions and prohibitions established by federal laws; It is prohibited to use the Association’s property (premises, furniture, telephone, telefax, computer, copying equipment, other equipment, tools and materials) and one’s working time for personal needs.
4. A member of the Association may process and transmit proprietary information subject to the rules and requirements in force in the Association adopted in accordance with the legislation of the Russian Federation. A member of the Association is obliged to take appropriate measures to ensure the security and confidentiality of information for the unauthorized disclosure of which he is responsible and/or which became known to him in connection with the performance of his official duties.
5. A member of the Association, vested with organizational and administrative powers in relation to other members, must be for them an example of professionalism, impeccable reputation, and contribute to the formation in the Association’s team of a moral and psychological climate favorable for effective work.
A member of the Association, vested with organizational and administrative powers in relation to other members of the Association, is called upon to:
take measures to prevent corruption, as well as measures to ensure that members of the association subordinate to him do not allow dangerous corrupt behavior, and by his personal behavior set an example of honesty, impartiality and justice;
prevent cases of coercion of members of the Association to participate in the activities of political parties, public associations and religious organizations;
if possible, take measures to prevent or resolve conflicts of interest if he becomes aware that the employee has a personal interest that leads or may lead to a conflict of interest;
the head of the Association is obliged to provide information on income, property and property-related obligations in accordance with the current legislation of the Russian Federation.
6. In official conduct, an employee must proceed from the constitutional provisions that a person, his rights and freedoms are the highest value, and every citizen has the right to privacy, personal and family secrets, protection of honor, dignity, and his good name.
7. In official conduct, a member of the Association refrains from:
any kind of statements and actions of a discriminatory nature on the basis of gender, age, race, nationality, language, citizenship, social, property or marital status, political or religious preferences;
rudeness, displays of a dismissive tone, arrogance, biased remarks, presentation of unlawful, undeserved accusations; threats, offensive language or remarks, actions that interfere with normal communication or provoke illegal behavior. eating, smoking during official meetings, conversations, and other official communication with citizens.
8. Members of the Association are called upon to contribute through their official behavior to the establishment of business relationships and constructive cooperation with each other in the team.
9. The appearance of a member of the Association when performing his official duties, depending on the working conditions, should contribute to the respectful attitude of citizens towards the Association, strengthen the image of the Association, and also, if necessary, comply with the generally accepted business style, which is distinguished by restraint, traditionalism, and accuracy.
10. For violation of the provisions of the Code, the County of the Association bears moral responsibility, as well as other responsibility in accordance with the legislation of the Russian Federation.
